Doktore-tesi honek Euskadiko alokairu sozialeko etxebizitzen parke publiko zentralizatua aztertzen du, egungo energia-egoera diagnostikatzeko eta kontsumoaren benetako profilak lortzeko. Horrela, birgaitze-hedapen egokia egiten da, birgaitze-neurrien lagin zabal bat aztertuz eta erabiltzaileen benetako kontsumoaren eragina kontuan hartuz.
